In FSC's Principles and Criteria, Intact Forest Landscapes (IFLs) are recognized as High Conservation Value 2 (HCV 2) areas. Their maintenance and enhancement are therefore key in FSC standards and requirements.
FSC's approach to certifying forest management units that overlap with IFLs has been based on a global minimum level of protection within certified areas. The current rule requires 80% protection of IFLs areas within certified forest management units applicable globally. Countries are allowed to adopt a different protection threshold when justified through their national standards.
Evolution of the IFL approach
Discussions on how to balance the protection of Intact Forest Landscapes (IFLs) with the need for feasible and sustainable forest management have been ongoing for more than a decade (See Figure 1). Over time, the debate has evolved from prescribing a single global protection threshold toward seeking solutions that consider the broader landscape context, rely on local decision-making processes, and lastly focus on achieving conservation outcomes and robust monitoring rather than meeting a fixed threshold.

Motion 45/2025
move from fixed thresholds towards upholding ecological and social-cultural values
Following members' approval of a new motion at the FSC General Assembly in October 2025 – Motion 45/2025 – FSC has developed an Advice Note that introduces enhanced requirements for IFL and High Conservation Value 2 (HCV 2) areas in four countries: Brazil, Canada, Peru, and the Republic of the Congo. These requirements will become mandatory in those countries and may be applied voluntarily in other countries beginning on 1 January 2027.
Motion 23/2020: Piloting a landscape approach
In October of 2022, at the FSC General Assembly FSC members passed Motion 23/2020 Use landscape-wide approaches adapted to local conditions and strengthen Standard Development Groups (SDGs), asking FSC to apply landscape considerations when certifying forest management units in IFLs. Landscape considerations look beyond the certified forest management unit, at the surrounding landscape and stakeholders.
To implement Motion 23 (M23), FSC actively engaged with members, researchers, technical experts, interested stakeholders, national offices, and the Focus Forests Advisory Group. A procedure and an accompanying guidance document were developed to orientate standard development groups (SDGs) in revising IFL indicators under the M23 approach. SDGs are groups recognized by FSC to develop or update standards in their specific territory in accordance with FSC requirements and have representation from the environmental, economic, and social chambers.
Four countries with relevant IFL areas signed up to test the Motion 23 approach. Brazil, Canada, Peru, and the Republic of the Congo conducted M23 pilots during 2024 and 2025 following the key aspects (1-5):
- Landscape identification and scenario analysis
- Stakeholders and Indigenous Peoples identification in the wider landscape
- Development of draft indicators (incl. management options)
- Landscape dialogue
- Monitoring and learning
The M23 pilots involved strong local engagement and a high-level of technical expertise, resulting in a better understanding of the status of IFLs at the local level. At the same time, without diminishing the valuable lessons learned, the landscape-based approach developed under M23 proved operationally unsustainable. Considering this and in light of the new approach introduced through Motion 45 (M45), the M23 approach will not be extended to other contexts. See the evolution of the normative process related to Motion 23 here (Revision of requirements for Intact Forest Landscapes (IFL) conservation).
Implementation of Motion 45/2025
Motion 45/2025 – Moving beyond fixed thresholds to outcome-based conservation for Intact Forest Landscapes (IFLs), passed in the last GA in October 2025. M45 is centered in maintaining ecological integrity and socio-cultural values of the IFL area within the management unit supported by robust monitoring, rather than on establishing fixed IFL protection thresholds. The motion moves away from a binary view of intactness and shifts the focus toward maintaining and enhancing integrity. It also emphasizes the important role of Indigenous Peoples and traditional peoples in the stewardship and management of these landscapes.
The FSC Board of Director decided that full implementation of the M45 should be achieved through the ongoing revision of the FSC Principles and Criteria and International Generic Indicators (PCI revision) before being incorporated into Forest Stewardship Standards (FSS).
At the same time, the Board recognized the need to accelerate implementation and generate practical experience. It therefore directed the development of interim measures applicable in countries that previously piloted Motion 23/2020 (Brazil, Canada, Peru, and the Republic of Congo), with the possibility of extending implementation to additional eligible countries.
To implement this decision, the FSC Secretariat convened a technical working group to develop generic requirements for enhanced management and monitoring of HCV 2 areas within IFLs. These requirements have been introduced through an Advice Note ADV-STD-60-004_02: Enhanced HCV 2 management and monitoring of IFLs in Brazil, Canada, Peru, and the Republic of the Congo.
The Advice Note contains 12 clauses organized into three parts: identification and planning, management, and monitoring (See figure 2). In response to concerns raised by stakeholders during the public consultation and subsequent engagement activities, FSC introduced a two-phase implementation approach to simplify implementation and provide certificate holders with additional time to adapt to the new requirements.
Phase 1, introduced through Version 1-0, became effective on 1 July 2026 and has a reduced scope, requiring implementation of only Clauses 1-4.
Phase 2, to be introduced through Version 2-0, is expected to become effective on 1 January 2027. It will incorporate region-specific requirements designed to support consistent implementation and improve auditability across different regions.
Show the parts that apply in
Part I: Identifying and planning
Clauses 1-4
- About identifying ecological integrity features, socio-cultural values and associated risks and threats.
Part II: Managing
Clauses 5-9
- Set out provisions related to: maintain ecological integrity features and socio-cultural values; ensure natural regeneration, avoid cumulative impacts; minimize site-level disturbances; recovery towards the reference state.
- Prohibit forest operations in certain areas (where features and values cannot tolerate disturbance or where new socio-cultural values are identified).
- Require engagement measures within the Sphere of Influence to contribute to IFL protection.
Part III: Monitoring
Clauses 10-12
- Set out the basis of the monitoring framework, outlining what to monitor, how activities must be conducted, data sources, and provision for adaptive management.
Bridging Motion 45/2025 and Motion 23/2020 and connection to revision of the Principles and Criteria
Brazil, Canada, Peru, and the Republic of the Congo, which recently finalized revisions to their Forest Stewardship Standards (FSS) through the Motion 23 (M23) pilot process, continue to play a leading role in implementing the refined approach to Intact Forest Landscapes (IFLs) introduced under Motion 45/2025. In these countries, interim measures developed for the initial implementation of Motion 45 through the Advice Note ADV-STD-60-004_02 will be applied in addition to, rather than replacing, the revised IFL indicators included in their newly approved standards.
As mentioned above, the full implementation of Motion 45 will take place through the revision of the FSC Principles and Criteria and the International Generic Indicators (IGIs), known as the PCI revision. The Advice Note (ADV-STD-60-004_02) will inform this process, particularly the revision of Principle 9 indicators, helping shape future requirements for High Conservation Value 2 (HCV 2) areas and Intact Forest Landscapes (IFLs). Figure 3 below shows in a timeline how the revised Forest Stewardship Standards (FSS), the Advice Note, and the PCI revision process fit together.
