Outcome Orientation at a glance
Traditional Monitoring and Evaluation activities are not adapted to demonstrate the contributions of FSC certification to broad sustainability goals at scale given the wide diversity of sustainability topics and forest contexts where FSC-certified forests are found across the globe. A way to overcome this challenge is to bring a stronger focus on intended outcomes and their monitoring as part of standard setting and the certification process. This will ensure robust and comprehensive evaluation of the impacts of FSC certification.

Implementation of Outcome orientation in FSC
Outcome orientation will be implemented at FSC through though two main revision processes:
FSC Principles and Criteria for Forest Stewardship (FSC-STD-01-001) and The International Generic Indicators (FSC-STD-60-004).
For the PCI revision process, outcome orientation means the possibility to define and agree on the main intended outcomes of forest stewardship. This will provide the global template from where countries can select and prioritize a few intended outcomes to be reported and monitored progress towards.
For the PRO-60-006, outcome orientation means the possibility to select a few intended outcomes to be reported and monitored progress towards. This will allow countries to learn and improve standards over time considering what outcomes are more important for the local context.
The main difference in outcome orientation between the PCI and PRO-60-066 revision processes is that in the first, outcome orientation is more general, focusing on the main intended outcomes of forest stewardship globally, while the PRO-60-006 is where outcome orientation becomes more specific and concrete because is at country level that standards are developed and implemented.

Case Study
In 2025, we implemented the second phase of the Fast-tracking Biodiversity Assessment project. This phase focused on advancing the development of robust and standardized examples of monitoring requirements to test and explore how these could be developed and incorporated into the FSC standard-setting process, and implemented by stakeholders in Brazil, Finland, and Sweden.
