The scope of this document is to provide the procedures that shall be used by Certification Bodies for assessing the certificate holder's commitment to FSC values and occupational health and safety. However, Certificate Holders and other interested parties can also consult this document in order to learn the procedures used by Certification Bodies when assessing these requirements.
The objective of this Procedure is to provide a clear and unambiguous methodology to develop, review, and revise all normative documents in the FSC Normative Framework in order to promote stability and predictability within the FSC system.
El objetivo de este procedimiento es ofrecer una metodología clara, transparente e inequívoca para desarrollar, mantener, modificar, valorar y aprobar Evaluaciones Nacionales de Riesgos (ENR) FSC para Madera Controlada FSC. The Forest Stewardship Council (FSC) Forest Stewardship Standards already require forest managers to maintain/conserve or enhance/restore ecosystem services and environmental values. They also require the managers of FSC-certified forests to identify, produce, or enable the production of diversified benefits and/ or products based on the range of resources and ecosystem services existing in the management unit. The procedure offers a framework for verifying impacts and approving FSC ecosystem services claims that can be used by forest managers to access ecosystem services markets and/or other benefits. It set out the requirements for FSC-certified forest managers to credibly demonstrate the impact of their activities on the maintenance, conservation, restoration or enhancement of ecosystem services.
The objective of this procedure is to establish the general principles regarding the participation of external observers in on-site FSC certification audits (hereinafter ‘audits') and/ or in ASI accreditation assessments (hereinafter ‘assessments'). This is essential for ensuring transparency and learning opportunities while at the same time addressing issues around confidential information, avoiding situations where there may be cases of losses or damages, and other situations that may arise during the audit/assessment.
FSC does not encourage the movement of clients between certification bodies, but recognizes that there may be circumstances in which such movement is legitimate and appropriate. FSC's objective in such case is to ensure that clients are treated fairly and objectively, whilst ensuring that transfer between certification bodies cannot become a tool by which clients can evade or avoid their obligations to comply with FSC certification requirements or any contractual obligations.
