FSC has published a new interpretation (INT-STD-40-004_75), available on page 50 of the Chain of Custody Interpretations.
The interpretation provides that where forest-based material (e.g. linoleum) is used as a surface layer of a product and is incorporated into the product to fulfil its function for the consumers’ specific need, this component does need to be certified (Annex C of FSC-STD-40-004 V3-1).
The draft interpretation was consulted between 29 September and 13 October 2025 and the published Interpretation reflects feedback received from stakeholders. We have attached a PDF version of the document with track-changes for your reference.
